Shall the sum of $30,000 be appropriated from unreserved, undesignated municipal fund balance for the purpose of making a contribution to the Windham Historical Society, said contribution to be used as matching funds, to construct a Historical Visiting Center, on land known as the Parson Smith's Property on River Road in said Windham, with such covenants and other safeguards as the municipal officers shall determine to ensure the use of said funds for this purpose?
