The Windham Town Council is a seven-member, locally elected legislative body. Town Council meetings are held on the second and fourth Tuesdays of each month at 7:00 p.m.
The council also holds workshops on the first and third Tuesdays of the month beginning at 7:00p.m. unless noted in the current agenda.
Video replays of Council meetings will be aired on local cable WCCG-TV, Channel 7 starting again in July at 9:00 a.m. daily for one week following each Council meeting. One videotape is also made available for viewing at the Windham Public Library by noon each Wednesday.

PUBLIC PARTICIPATION
The Windham Town Council encourages expression of views and opinions by citizens on any matter of community interest that is within the Council's authority. If comments relate to matters that appear on the current agenda, those comments should be made when that item is discussed.
To address the City Council, the speaker must step up to the podium, state his/her name and address and speak into the microphone. If a group wishes to address the Council, the Council Chairman may request that a spokesperson be chosen by that group.
EXECUTIVE SESSION
Maine State Law under Title 1, Chapter 13, Section 405 provides for closed or "executive" sessions under certain circumstances as prescribed in the Law.
Executive sessions may be called only by a public, recorded vote of 3/5 of the members, present and voting, of such bodies or agencies. A motion to go into executive session must indicate the precise nature of the business of the executive session and include a citation of one or more sources of statutory or other authority that permits an executive session for that business.
An executive session is not separate from an open meeting but rather is a portion of an open meeting during which the public may be excluded.
It is important to point out that the Town Council or any other public body cannot vote to appropriate public monies during a closed session. Therefore, although most public bodies (except school boards in most instances) may vote during a properly convened executive session, any vote to expend public monies must be taken in public.
