WINDHAM FIRE/RESCUE APPARATUS

Chief's Vehicle

The Chief's vehicle was purchased in 2003.  The vehicle is a 2003 Chevrolet 4 wheel drive pick up.  It has a cap for keeping materials in the rear secured and dry.  The front of the vehicle allows for carrying up to four or five passengers.  It is the vehicle that may be used as the command post for major incidents.  The cost of the vehicle was in the area of $23,000.  It provides travel in all seasons of the year and in some cases off road accessibility.

Deputy Chief's Response Vehicle

The vehicle assigned to the Fire Rescue Deputy Chief is a retired police cruiser. The vehicle is a 1996 Chevrolet Caprice. It was the last year that the Chevrolet Motor Corporation manufactured police package vehicles. The vehicle has about 123,000 miles on it now as compared to the 108,000 it had when the Fire Rescue Department took it over.


Windham Rescue 1 & 2

Windham Rescue 1 and Rescue 2 were bought in 2001.  The vehicles were made by a company in New Jersey named PL Custom.  When they were build the company was primarily a manufacturer of emergency rescue vehicles.  Windham purchased two with the same set of specifications therefore saving some money on the building of the identical vehicle.  The plan was to utilize one of the vehicles as a primary vehicle for a specified period of time and mileage.  The other vehicle was to be used for a dependable back up unit.  The cost of the vehicles in 2001 was in the area of $140,000 per unit.  It is anticipated that the community will be able to attain a 6 - 7 year span for each of the vehicles.  The plan is to send them back to the manufacturer and have the box units put on two new chassis.  We will do some modifications to the vehicles at the factory such as installing new floors.  By buying two at a time we can save money on maintaining parts and training for our personnel.

 

 

Windham - Gorham Tower 3

Windham - Gorham Tower 3 was purchased in 2003 by the communities of Gorham and Windham.  The apparatus took the place of two engines that were located in South Windham.  The cost of the vehicle was $690,000.  Each community shares the cost of maintenance, testing, and other associated expenses.  The vehicle is an aerial platform that can attain heights of 95 feet.  It has a platform box that can hold 1000 pounds of weight.  It can also deliver water at the 95 foot elevation.  Personnel are able to cut holes in roofs or work at chimney fires in the bucket as it is called.  The vehicle also has a pump capacity of 2000 gallons per minute, 900 feet of 5 inch hose for supply lines, a tank capacity of 300 gallons, a Class A foam system, a full complement of ground ladders, and attack lines for initial use at a fire incident.  It has a cab that will carry 6 people.  The personnel that drive and operate this vehicle go through extensive training in driving and operating the apparatus.

Haz Mat II

The Presumpscot Valley Haz Mat Team has been in existence since the mid 1980's.  the unit began with members of the agencies or communities of Cumberland County EMA, Westbrook, Gorham, and Windham.  We first started with a delivery van that was used by Strictly Formal.  In the mid 1990's, the communities of Scarborough and Standish have come in as partners in the program.  Since the September 11 incident the agencies have taken on the role of weapons of mass destruction as part of our training and operations.  Our communities also provide additional resources that would be used at a full scale incident: an air truck to fill breathing apparatus: a communications van for radios, cameras, video equipment, telephones: and other technology: and a rescue unit for maintaining the health of the working personnel.  The unit responds for Hazardous Materials to communities within Cumberland County.  For a weapons of Mass Destruction incident personnel may be responding to communities in Maine or the United States.  It is housed in South Windham to allow personnel from any of our communities to come and drive the vehicle to the incident or training event.  The vehicle is a working toolbox for the equipment needed to handle the two types of incidents.  The cost of the vehicle was $325,000.  The current unit is new and was purchased with a Homeland Security Grant and Cumberland County funds.  It was put together by PL Custom of New Jersey.

 

 

Windham Ladder 4

Ladder 4, a 75 foot aerial, was purchased in the year of 2003 as a replacement for the 1983 Ladder 1.  It also is a pumper with a capacity of 2000 gallons per minute.  The apparatus also carries a complement of ground ladders for use at fire incidents.  It carries 500 gallons of water in a tank and 1200 feet of 5 inch hose for supplying water to itself or other apparatus.  The vehicle is titled a quint because it has the equipment to perform five functions - an aerial ladder and ground ladders, water in a tank for attacking fires, hose for supplying itself or others, a pump for pumping hoses or a hydrant, and hose lines to attack fires.  The apparatus has an aluminum body and aluminum ladder to aid in preventing corrosion.  It has a diesel engine and an automatic transmission.  It has a fully enclosed cab for safety of riding personnel.  In addition it has a headset system so personnel may communicate with each other in the cab on the way to the emergency.  The vehicle is operated at the North Windham Station.  It responds to medical calls and fire calls because of the combined functions the vehicle is capable of performing.  It can only do these multiple tasks with adequate personnel to do the tasks and it cannot be in multiple places at once, i.e. at a hydrant and at the building.  The cost of this piece of apparatus was in the area of $418,000.

 

 

 

Windham Engine 1

Windham Engine 1 has been delegated to the spare apparatus in the fleet.  It was purchased in 1981 for $83,000 from Mack Fire Apparatus.  It has a 1000 gallon per minute pump and a 1000 gallon fiberglass tank.  It served as the primary response apparatus in South Windham for 22 years.  This apparatus is put into service when one of the pieces of apparatus is taken for service, maintenance, or repairs.  It could also be put into service if needed for a major fire in the community.  It is also utilized for training exercises where apparatus is needed.

Windham Engine 5

engine5.jpg (7397 bytes)Windham Engine 5 is located in East Windham. The vehicle was the first that Windham purchased that has the capabilities to attach fires using foam. This can provide foam for normal materials or foam to be used on flammable liquids in smaller fires. The vehicle was purchased from Ferrara Fire Apparatus. The original cost for this vehicle was in the area of $228,000. It is a 2000 HME custom chassis. It has a plastic tank with a capacity of 1,000 gallons and carries 1200 feet of 5 inch hose. The pump is a Hale pump with a capacity to pump in excess 1,250 gallons per minute.

Windham Engine 6

Windham Engine 6 was purchased in 1995.  The apparatus is an International with a custom body built for Windham Fire Rescue Department.  The apparatus was furnished to Windham by Ferrara Fire Apparatus of Baton Rouge, Louisiana.  The cost of the vehicle was $153,000.  It was the first piece of apparatus where personnel could ride inside of an enclosed cab which was the standard when the vehicle was purchased.  The motor is a diesel engine.  The pump capacity is 1,250 gallons per minute.  The tank is a plastic tank which has a capacity of 1000 gallons.  The body is aluminum which also means it is lighter and less likely to have major corrosion problems.

 

 

 

Windham Engine 7

This vehicle is a 2005 Emergency One that was built to be sold as a demonstrator unit.  The price for the vehicle was $215,000.  The features that the vehicle has is a 1500 gallon per minute Hale pump, a 1000 gallon poly water tank and a fully enclosed cab for all personnel.  In addition it has good compartment storage for our equipment and an adequate motor and transmission.  The price for an equivalent new truck was in the area of $325 - 350,000.  The vehicle has low mileage (around 14,000 miles).  Old Windham Engine 7 was traded in, and the $20,000 trade in was used to add features the department felt were necessary like Lights for night work, a second 2.5 inch line off the rear of the apparatus, compartment space in the cab for EMS and information books, several trays for storage, the class A foam system for enhanced fire attack capabilities and some other features.  The vehicle was delivered to Windham on September 16, 2006.  Training was provided to personnel and the vehicle was placed in service in approximately three weeks.  A little bit of trivia is that the old Engine 7's first call was for a house fire and the last call for service for the unit was responding to a house fire.

Windham Squad 1

Windham Squad 1 was purchased in 2003 for a cost of $228,000.  This vehicle is our toolbox.  The vehicle has a light tower which can be elevated once the vehicle is stopped.  It has a capacity of 500,000 watts.  In addition to the lighting tower the unit has an electric winch.  This can be attached to the vehicle on any of it's four sides to stabilize or secure another vehicle for safe operations.  It has no pump or water capacity.  The unit does carry firefighting tools, vehicle extrication equipment for cutting vehicles apart and removing patients that are trapped.  It carries cold water rescue equipment, hazardous material equipment, airbags for lifting, and many other tools used by the department.  Once again the entire crew rides inside the cab of the vehicle.

Windham Tank 5

Over the years the Town of Windham has grown in population.  With the growth has come the building of residential homes in areas that are more remote in the community.  The expansion of the waterlines has not always gone hand in hand with development. Windham has about60% of the community with public water and hydrants for fire protection.  In recognition of this problem Windham Fire Rescue Department was able to purchase a fire truck that is referred to as a pumper-Tanker.  This vehicle was bought second hand from Wilton, Connecticut.  It was a bid process and the Town of Windham bid in the area of $67,000.  The apparatus has a pump of 1000 gallons per minute.  It carries 2,500 gallons of water and about 2,000 feet of large diameter 4 inch hose.  We plan to request replacement of this piece of apparatus in 2009.  The department plans for the next vehicle to carry about 3,000 gallons of water.

Windham Unit 8

Windham Unit 8 is a 1989 GMC one ton pick up truck.  It is a four wheel drive unit.  It was purchased to be the department's response vehicle for woods fires.  The vehicle was purchased from Weirs Motors for a cost of about $19,000.  It has a four door cab and carries the tools and equipment to assist in woods and grass fires.  It also is the vehicle that is used to respond to medical calls from the South Windham and Little Falls area.  This enables the department to save some money in responses by leaving Windham Gorham Tower 3 in quarters.  The unit has a 250 gallon per minute pump which is fed from a tank that was provided from a grant from the Maine Forest Service.  The grant was for a 225 gallon tank and a chemical foam proportioner unit for use in extinguishing woods and grass fires more effectively.

Windham - Gorham Rehab Bus

Since the September 11 incidents much emphasis has been placed on terrorism.  As a result of this emphasis many or ganizations have been in preparation for this type of activity.  The communities of Windham, Gorham, Westbrook, Standish and Scarborough had previously prepared some of our personnel for hazardous material events in the county of Cumberland.  We had received funding from the county to assist in training and equipment.  After September 1 we began training for Weapons and Mass Destruction (WMD).  Some federal funding became available and the communities sought funding for several projects.  One of these projects was our Rehab Bus.  It is a retired school bus donated by Gorham School Department.  It has a hydraulic lift so that special equipment that is heavy may be lowered to the ground level without lifting.  The bus has seats, toilet facilities, has extra heating capacity for winter operations, and air conditioning for summer operations.  It carries special decontamination equipment for Hazardous Material Incidents or Weapons of Mass Destruction.  This project was completed by Philips Body shop in Gorham with financing from a federal Grants.  The unit is uded for the benefit of our fire and rescue personnel to protect their health and well being at emergency incidents.

Windham Fireblast Trailer:

In the year 2001 Windham and Gorham Fire Rescue Departments heard about a federal program to apply for grants for fire departments.  The program was investigated and found the FIRE Act Grant Program from Mederal Emergency Management Agency (FEMA).  Windham and Gorham decided to jointly apply for a grant for mobile burn training facioity.  The company was contacted and we checked into the potential for equipment of this type.  We were notified that we had received a grant for $198,000.  The trailer is fifty-four feet long and can be made into compartments for training.  It can have a bedroom, kitchen and living room with steel partitions and doors separating the

m.  It can generate and fill the unit with smoke or you can create fires from propane.  This system has the advantage that fire can be controlled and is made from non-combustible materials.  With this feature you can have fire after fire and not have to worry about materials getting wet and not reigniting the material.  The roof area has a section that can be lifted and placed on an angle to simulate working on a roof of a building.  It has a doorway and stairs to come down into the trailer area as if you were going into the basement.  We have used the unit many times.  Currently it is at the Wesbrook Regional Vocational Center for use in the High SChool Public Safety Class.  This allows high school students to prepare for training in the fields of public safety - fire, emergency medical, or law enforcement.  In addition it has goine to other communities for training other fire departments.
