POLICE OFFICER

Qualifications:   Graduation from high school, Associated Degree or Bachelors Degree preferred and the following abilities.   Ability to pass requirements of the Criminal Justice Academy, must be able to meet established physical and medical requirements, ability to cope with stressful situations firmly, courteously, tactfully and with respect for the rights of others, while exercising considerable discretion.

Nature and Variety of Work:  This is a highly responsible general duty and investigative police work in the protection of life and property on an assigned shift.  Work involves responsibility for enforcing laws and ordinances, preventing, investigating crimes and apprehending individuals accused of a crime.  Work is performed in accordance with departmental rules and regulations. Work involves an element of danger, and officers must be able to act without direct supervision and to exercise considerable independent judgment in meeting emergencies.   Assignments and general instructions are received from a superior officer who reviews work methods and results throughout reports, personal inspections and discussions.

Responsibilities:  Patrols a designated area of the Town to preserve law and order, to prevent and discover the commission of crimes and to enforce ordinances and laws.  Conducts accident investigations, examines the accident scene, provides first aid when required, interviews principals and witnesses, taking written statements.  Investigates crimes against persons and property , interviews victims and witnesses, searches for and processes evidence, arrests individuals suspected of crime, testifies in criminal and civil court proceedings.  Prepares reports, keeps records of investigations and performs numerous other related tasks in performance of his/her duties.

Skills:  Ability to analyze situations quickly, objectively and to determine proper course of action according to law and department policies.  Ability to understand and carry out oral and written instructions.   Ability to establish and maintain effective working relationships with fellow employees and the public.  Above average intelligence and emotional stability.

Preferred candidates will be a graduate of a 2 or 4 year law enforcement degree program with Maine Criminal Justice Academy certification.  

ANIMAL CONTROL OFFICER

Qualifications:  Preferred candidates will be a Certified Animal Control Officer with prior experience.  Some knowledge of law enforcement principles, procedures, techniques, equipment and working knowledge of animal restraint and care techniques.  Skill in operating animal capture equipment, police radio pager, and first aid equipment. Have the ability to learn the applicable state laws, rules and regulations, and municipal ordinances.  Have an ability to communicate effectively, orally and in writing and to establish and maintain an effective working relationship with subordinates, peers, supervisors, and the public.  Have an ability to exercise sound judgment in evaluating situations and in making decisions.  The ability to follow verbal and written instructions and must learn the municipal geography.  

Nature and Variety of Work:  While performing the duties of this job, the employee frequently works in outside weather conditions.  The employee may work with dangerous, sick and injured animals in high precarious places and may be exposed to cold, hot, wet and/or humid conditions

Responsibilities:  Responds and investigate complaints concerning animal problems or violations and ensures that the laws established in 7 MRSA chapters 719, 720, 721, 725, 729. 730,739, 741 and municipal ordinances are enforced.  Problems and violations would include but are not limited to uncontrolled animals, damage done by animals, cruelty to animals and animals that are sick, injured or abandoned.  Insures dogs six month or older are currently licensed with the municipality.  Inspects kennels in accordance to " Maine's Rules Setting Minimum Standards for : Pet Shops, Shelters, Kennels and Boarding Kennels".  Responds to reports of an animal suspected of having rabies and ensures that the procedures established in 22 MRSA section 1313-A and "Rules Governing Rabies Management" are carried out.  Issues warning or summons regarding animal control cases as required by state laws, rules and regulations and municipal ordinances.  Appears in court to testify regarding animal cases.  Prepares daily, monthly and annual reports of activities along with compiling a variety of data regarding animal control.   Removes dead animals from streets.  Works closely with the media, public interest groups, schools and businesses to promote public awareness of state laws, rules and regulations and municipal ordinances regarding rabies, animal control, and humane treatment of animals.  Works using own judgment in deciding course of action, expected to handle difficult and emergency situations and requesting assistance when necessary.  Qualified to use a weapon for dispatching animals in accordance with state, rules and regulations and municipal ordinances.  Maintains normal availability by radio, pager or telephone for consultation or emergencies.

Skills: The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl.  The employee must be able to lift and/or move more than 50 pounds.  The employee must have the skill in operating animal capture equipment, police radio pager, and first aid equipment.  Qualified to use a weapon for dispatching animals.

Must be Certified by the Maine Department of Agriculture within six months of appointment
