WINDHAM POLICE DEPARTMENT

On 10-18-76 the Windham Police Department officially started operations as the town's Law Enforcement Agency with four officers. Only one of those four officers, Chief Richard Lewsen Jr., is still with the department. Since that time, the department has grown to a force of 27 authorized sworn officers. The Officers currently assigned to the Patrol Division are:

Sgt. Thomas is a Native of Fort Fairfield, ME and has been with the department since 06-17-80. He earned his Bachelor of Science Degree in Criminal Justice from the University of Southern Maine in the Spring of 1980.
After working in Patrol for four years he was promoted to Patrol Sergeant on 05-14-84.
He specializes in Defensive Tactics and is a Certified Instructor with the Maine Criminal Justice Academy in this area. He is the supervisor for the Motorcycle Officers along with his other daily Supervision duties. |

Sgt. Peter Fulton

Sgt. Fulton is a native of Cape Elizabeth, ME. He was originally hired on 07/03/81, but left to pursue another career. On 11-06-89 he returned to the department to continue his law enforcement career. He earned his Bachelor of Science Degree in Vocational Technology Education from the University of Southern Maine in 1993.
After working in patrol for several years he was promoted to Sergeant on 04-15-99.
He specializes in Evidence Collection Preservation and Photography. He is the Supervisor for the K-9 Unit along with his daily supervision duites. |

Ptlm. Andrew is a native of Windham, ME. He has been with the department since 10-26-93 when he was hired as a Communications Dispatcher. He was selected for a patrol officer position on 11-20-96.
He earned his Law Enforcement Technology Degree in Applied Science from Southern Maine Technical College in the spring of 1996.
After conducting extensive research and with the approval of the Town Council Ptlm. Andrew was assigned as the departments first K-9 officer. |

Sgt. James Boudreau

Sgt. Boudreau is a native of Weymouth, MA. He graduated from the University of Southern
Maine in 1981 with a Bachelor of Arts Degree in Criminal Justice. He joined the department on 05-09-83 and
graduated Valedictorian of the 47th MCJA Basic Police School in November of
1983.
Jim worked as a
patrolman for the first 6 years of his career and in November of 1989 he was
assigned to CID as the departments only detective managing those
responsibilities alone until a second detective position was created in 2001.
In July of 2010, Jim assumed an acting sergeant’s position to fill a
supervisor’s void created within the patrol division. He was promoted to sergeant in May of
2011. He currently is one of two night
shift commanders.
Jim has attended training in many aspects of law enforcement
during his career, including investigation of: robbery, burglary, sexual
assaults, white collar crime and child abuse.
Other training includes: fingerprint comparison, preparation and
execution of search warrants, collection and processing of evidence, the legal
aspects of computer crimes, death scene investigation, civil rights enforcement
and legal aspects of arson investigation.

Ptlm. James Cook

Officer Jim Cook is a native of Portland, Maine. He
was hired by the department in April of 2000 as the Animal Control
Officer. In 2002 he was appointed to the state Animal Welfare Advisory
Council by than Governor John Baldacci as the ACO representative.
In 2004 he was selected for a patrol position.
Officer Cook is a member of the department’s bike patrol unit, is one of the department’s
Evidence Technicians and is a Field Training Officer for the
department. Officer Cook is a Certified Instructor for Maine Criminal
Justice Academy in Electronic Speed Measurement Device Training (radar and
laser). Officer Cook is trained by DHHS as a Phlebotomy (Blood
Samples for Forensic Alcohol Analysis) and is a member of the
Cumberland County Regional Impaired Driving Enforcement (RIDE) Team.

Ptlm. Jason Andrews

Ptlm. Andrews is a native of
Dixfield,
ME. He has been with the department since
03-13-00 when he was hired as a Communications Dispatcher. He then obtained a position as a patrol officer on
07-09-01.
He has a Bachelor of Arts degree in Criminology from the
University of
Southern Maine. He is also a licensed Emergency Medical Technician with the State of Maine.
He is an Instructor at the Maine Criminal Justice Academy as well as a Field Training Officer for new patrol officers and a member of the Bicycle patrol Unit.
In addition to his regular duties as a patrolman, Ptlm. Andrews also serves as one of the department’s Evidence Technicians. He has received special training in crime scene investigation, photography, fingerprint identification and classification, and forensic mapping. Ptlm. Andrews is also a member of the newly formed Metro Regional Crime Lab headquartered in
Portland which combines training, equipment and facilities for 9 agencies in southern
Cumberland
County. |

Ptlm. Gene Gallant

Ptlm. Gallant is a native of Scarborough, ME. He has been with the department since 05-26-99. He has an associates degree in Law Enforcement Technology from Southern Maine Technical College.
Ptlm. Gallant is a Drug Recognition Expert/Instructor and teaches standardized field sobriety testing at the Maine Criminal Justice Academy. Along with this Ptlm. Gallant is a Traffic Crash Reconstructionist and Forensic Mapping Specialist.
He is a member of the Department's Bicycle Patrol Unit and is currently charged with the upkeep of this division. Ptlm. Gallant is also a Master Diver and a member of the Cumberland County Sheriff's Department Dive Team. |

Ptlm. Paul Cox

Ptlm. Cox is a native of Bangor, ME. He has been with the Department since05-22-89. He is working towards his Associates in Applied Science for Law Enforcement Technology.
He specializes in Firearms and Low speed Emergency Vehicle Operation Course. (EVOC) and OUI detection. He is one of the departments Motorcycle Officers.
He is a Certified Instructor for Maine Criminal Justice Academy in EVOC and Firearms.

Ptlm. Brandon Ladd

Ptlm. Ladd is a native of Standish, Maine and has been with
the department since 8/14/2006. He earned his Associates degree in
Criminal Justice from Southern Maine Community College.
Brandon is part of the departments Honor Guard, member of
the Bicycle Patrol Unit as well as a Motorcycle Officer. He is a
certified Instructor through the Maine Criminal Justice academy in Firearms and
is currently serving as one of the departments Firearms Instructors.

Ptlm. Ernest MacVane III

Ptlm. MacVane is a native of So. Portland, ME. He has been with the department since 10-26-99. He has a degree in Fire Science Investigation from the Southern Maine Technical College. He has been and Emergency Medical Technician since 1994 and a Paramedic since 1996. He is a graduate of the Federal Training Program for Tactical Paramedics.
He is a Certified Instructor for the Maine Criminal Justice Academy for Medical Emergency Training and a graduate of the Federal DEA Basic Narcotics Investigators School.
Ernie is was previously assigned as a Task Force Agent for the Federal Drug Enforcement Administration (DEA) in the United States Department of Justice (DOJ). His primary responsibility was conducting State and Federal drug investigations throughout Maine and New England.

Ptlm. Hunt is a native of Kennebunk, ME. He has been with the department since 05-20-96. He has a Bachelor of Science Degree in Criminal Justice from the University of New Haven.
Ptlm. Hunt specializes in Evidence Collection and Preservation, Firearms Training and is a Certified Instructor for the Maine Criminal Justice Academy in this area. He is a member of the Department Honor Guard.
